Consultant Roles

Attorney

A water district Attorney is an essential part of the water district team. The Attorney may advise the Board on a multitude of requirements, regulations, and laws applicable to the District. 

Water Operator

A water system Operator has the primary responsibility of systems, operations, maintenance, and repair of water production, treatment, storage, and distribution facilities and equipment.

Engineer

Civil Engineer's services include evaluation and rehabilitation of existing water and wastewater facilities, as well as design and construction of new facilities, and feasibility for future development.

Bookkeeper

The Bookkeeper's responsibilities are complex. They generally receive invoices for payment on behalf of the District and prepare checks for review and approval by the Board. The Bookkeeper should verify the accuracy of all invoices submitted for payment. They are also typically the District's investment officer of public funds. 

Tax Assessor

The Tax Assessor-Collector is responsible for assessing and collecting taxes for the District. The assessment process involves calculating taxes, preparing tax rolls, and generating tax bills. Collections activities involve collecting and accounting for current and delinquent taxes.

Municipal Advisor

The Municipal Advisor's, also commonly known as District Financial Advisor's, responsibilities include restructuring existing debt service requirements in order to take advantage of changes in market interest rates and keeping up with the District's fiscal policy relating to the setting of tax rates, exemptions, and the maintenance of adequate bond fund reserves.

Auditor

An Independent Auditor utilizes the industry standards in order to meet a District's statutory and regulatory requirements and responsibilities relating to proper financial presentation. They are typically licensed by the State of  Texas as a Certified Public Accountant (CPA). An audit encompasses all aspects of the District, including the water and sewer system operations, tax assessing and collecting, bookkeeping, and investments. It involves the review of the District's legal files, contracts, minutes, and correspondence from all governmental oversight groups.
